Japan to Fund ¥150bn Expansion of Chinggis Khaan International Airport

Japan is set to lend Mongolia about ¥150 billion to expand Chinggis Khaan International Airport, Ulaanbaatar's main gateway, with the deal due to be formalised at a summit between the two prime ministers in Tokyo on 29 September 2026. The airport was built for 1.6 million passengers a year but handled 2.4 million in 2025. Nothing changes for your trip yet, but it is the clearest sign so far that Mongolia's arrival bottleneck is being tackled.

What was announced

Mongolia's Prime Minister N. Uchral is in Japan on an official working visit from 27 to 30 September, according to Japan's Ministry of Foreign Affairs. Kyodo News reported that his talks with Prime Minister Sanae Takaichi would cover the expansion of Chinggis Khaan International Airport with Japanese yen-loan assistance.

The size of the loan emerged over the weekend. Mongolia Intelligence Daily, citing The Japan Times, reported on 29 September that Japan is providing about ¥150 billion in concessional financing, and that the two governments would exchange notes at the summit while JICA, Japan's development agency, signs the loan agreement with Mongolia. Japan has already lent ¥65.657 billion for the airport itself.

According to Japanese reports summarised by 8and and Open.kg, the money is for more terminal space and more parking stands for large aircraft. No construction timetable has been published yet. We will update this post when the signed agreement and project details are released.

Why the airport needs it

Chinggis Khaan International Airport opened in July 2021, built with a Japanese concessional loan, Montsame reported. It replaced the city's old airport, where, as JICA explains, the surrounding terrain and climate restricted take-offs and landings and caused frequent delays and cancellations.

Traffic has grown faster than planned. The airport handled 1.7 million passengers in 2023 and 2 million in 2024. In January 2026, Montsame reported that the terminal, designed for 1.6 million passengers a year, had served 2.4 million in 2025. The same report mentioned long queues at baggage claim and delays on domestic flights. Mongolia's transport minister, B. Delgersaikhan, asked Japan to start construction earlier and shorten the project timeline. The report also noted flights to 56 international destinations and plans for a transit hotel.

What it means for your trip

  • 2026 and 2027 trips: nothing changes yet. No building work or timetable has been announced, so plan with the airport as it is today.

  • Arrivals at busy times: the terminal is already over its design capacity. In July and August especially, give yourself time for immigration and baggage, and don't book a tight same-day connection onto a domestic flight.

  • Transfers: the airport is well outside the city centre, so arrange your pick-up before you land, particularly for late-night arrivals.

  • More routes over time: the airport keeps adding links. Air China began flying its C919 jet on the Beijing route in August, and on 7 September the airport company signed a memorandum with Hokkaido Airports that aims to create opportunities for new routes between Mongolia and Hokkaido. No Hokkaido flights have been announced.

A bigger gateway for a growing market

The loan is a long-term, low-interest credit, not a grant, so Mongolia will repay it with interest. How quickly construction starts will depend on the design and procurement work that follows the signing.

Is Chinggis Khaan International Airport being closed or rebuilt?

No. The plan is to expand the existing airport with more terminal space and aircraft parking. It remains Mongolia's main international gateway.

When will the expansion be finished?

No official timetable has been published as of 29 September 2026. The loan was due to be formalised at the Japan–Mongolia summit that day, and construction dates should follow.

Will there be new flights from Japan?

Not yet announced. The airport's agreement with Hokkaido Airports aims to open opportunities for routes between Mongolia and Hokkaido, but no flights have been scheduled.

How early should I arrive at the airport for departure?

Follow your airline's advice. At peak times in summer, we recommend arriving at the upper end of the time your airline suggests, as the terminal is running above its design capacity.
